born in Chicago Heights, Jeffrey R. Illinois. Marquart attended the Illinois Institute of Technology, which belonged to Dean's List, and graduated in 1984 with a Bachelor of Science in Mechanical Engineering. After that, he went to Notre Dame University Law School, and in 1987, he received the Prize for Commerce and American Law and received a doctorate of law. After entering Illinois and Federal Bards in 1987, he practiced at one of Chicago's leading intellectual property companies. In 1989, he entered Bar, California.
In 1991, he left intellectual property and joined a civil legal company specializing in product responsibility and personal injury. In 1997, he established the Tastin Head Office of Smith Markt. In 2006, he established the Marquis Buddhist Association.
